This Method is based upon Coanda Effect.

What is coanda effect ?

Ans. :- The Coandă effect is the tendency of a fluid jet to be attracted to a nearby surface. The principle was named after Romanian aerodynamics pioneer Henri Coandă, who was the first to recognize the practical application of the phenomenon in aircraft development.
 

In other words the Coanda Effect is combination of artificial created air  pressure and atmospheric pressure .

All these Four shots , defines Coanda effect . when the rotator at top , is rotated , it produces a tornado of air horizontally . and Because of atmospheric pressure , the horizontal layer of air is bent towards bottom of disk and that air makes it fly ..

Now Coming to Design part ... what you have to do is .. Replacement of those two magnet like structures from the bottom of HoverBoard with the Coanda disk .


 So ... what will you get is .. a HoverBoard with Flying ability ...
